This paper introduces Politeconometrics: The Regulatory Confluence Theory, a groundbreaking mathematical framework for assessing the impact of regulations in the rapidly evolving space industry. Traditional regulatory evaluation methods fall short in addressing the complexity of modern space activities. Politeconometrics bridges this gap by integrating econometrics, mathematical modeling, and regulatory theory to measure regulatory efficacy across jurisdictions.

The framework translates legal structures into measurable outcomes, identifies gaps, and evaluates market entry feasibility, regulatory resistance, and industry dynamics. Case studies, including New Zealand's space industry and the ITU Spectrum Allocation challenges, demonstrate its practical application. Through data collection, scenario simulations, and sensitivity analysis, Politeconometrics offers actionable insights. The paper also introduces the Regulatory Confluence Theory, which examines the interconnectedness of regulations and their cumulative impact on industry dynamics.
